Loaded BL or BTL

Hello, im new here and had a question. I will be running about 1700watts rms per channel(2 channels) here pretty soon.I'm looking for louder and more bass "air flow", but also don't want to risk blown subs either... Am I better off getting 2 fully loaded 15" BL's, or 2 BTL's? any specific options for either?

What amplifier? Either way, the BTLs will be louder and have less chance of blowing.
