very dependent honestly. probably wont hear a world of difference but a small amount might meter a few db's higher though.

it depends on the install and the spl of the woofer you change from one woofer to another brand woofer the spl could change this is the efficiency of a sub to get loud quick or slow. btw do not trust subs base on this only look at stuff like xmax spl surface area of cone and rms wattage and the rest depends on how good you are at boxes. the reason i say it depend on the hole install is a crap sub does no good in a good box.

If you had a lot of time in between, then no there would be no perceived difference even in a 3dB shift

It also depends on if the subs can handle the power increase. If you have a 2000 watt sub and want to increase the power to it from 2000 to 3400, I don't think you'll get the +2db that the +3db for doubling of power rule would provide, due to power compression (if the sub could even take the extra power mechanically or thermally). But if you had like a 4000 watt capable sub and jumped from 2000 to 3400, I think you'd see the gain. At least on the meter. Whether you'd still hear it, I don't know.
