Give it a couple of weeks to break in the Romex and the new outlet. You will be very pleased with the results. The conditions that you described are indigative of new wire and a new outlet.

Got my mom at home taking out the PCM. Going to be sending it to Nelson tomorrow. Going to end up costing more, but hopefully the "you get what you pay for" phrase will make it worth it.

Just for reference as well. I spent nearly 2 weeks trying to get questions answered and tuning arranged from Wheatley.

Driving the Saturn as well which has some descent road noise and a little bit a speaker and the guy can't hear really well so I shouldn't hear much of him during the trip
