Going to need more than $250 to do a 3 way. Amplifier channels and processing will more than eat that up. 4 8's will need a box.... A single 12" ported would do you better btw.

No box and bass is tough. Midbass response in the doors is pretty good in Silverado's so a monster 3 way front stage could get you 90% there

Not always, but International has priority. Take the short stint first in that case. I periodically have to book layovers due to cost, but I normally schedule them in a safe way.

Yes you need a crossover. This does not mean you should follow some generic advice towards building a random first order network either especially when the advice given in that regard doesn't match reality. A full ranger is a better idea; however, it still needs a crossover. The crossovers on my office speakers which are full rangers cost way more than the drivers themselves. Of course you "could" run them without and considering your noise level that is even more of a possibility but still not what I'd do. If you go the full range route and aren't going to use a crossover beware of low frequencies and cones with breakup modes. Your current driver choice I'd avoid.

I live in the city where nearly half the snowmobiles in the state of MN are registered. About an hour after the groomer comes by we have 1-2' moguls littered throughout the trail. You can either take them at 5mph and shake the shit out of yourself or hit them at 50+ and skip. You can imagine what I prefer. Neither would be fun in a tow behind carriage. There is one up at the farm and there the grooming holds so it is okay, but not near me. That and of course yesterday I had to cross open water to get to the restaurant. They will never do that with me, nor see me do it. Well then I bet they both like sushi and want to hang with dad. Of course. Thought about taking them up to the farm to play. They love that and of course I could go for a night rip. Just weighing what will give me better quality time with them and trying not to let the end of the winter influence me too much.
