Says who!? From the sub's ive heard generally the larger the diameter the lower the sound It just varies from install to install. The reason you think that is probably because the larger woofer was louder, but the actual sound from the driver is more box dependent than anything. So a 10" Sub can play as low as an 18" if the installs are the same?

No you won't get the same low's with 12's that you do with 18's. I'd go with 12's just because of my own personal preference.

Yes, they fit into stock bulb locations and are basically plug & play. If you have a dual filament bulb that serves as high/low than you will need one of those setups...not sure if its offered here but they are usually a bit more $$$ And i just retrofitted a set of HID's into my moms old reflector headlamps for her- they really do make a difference. I prefer the 6000k or lower cause i feel like anything beyond that sacrifices visibility for "bling" Nice, and Thanks for the info.
