My Asus is the best laptop I have ever had. When I look for one in the future it will most likely be another Asus. I've had and hated 2 Toshiba laptops.

Pay it and be more cautious. If you know that he complains turn it down when you're in the area. Turn it down at stoplights, neighborhoods, parking lots, just be considerate and you will be okay. If your neighbor truly is just being a dick and it wasn't that loud then that sucks. Just be smart, you wouldn't want 3 violations.

Try to sample some to get a feeling for what you like. Components are hard to suggest as people have different preferences. What is your budget? Make sure you also budget for some deadening.
