If you already have the enclosure and are on a budget than try it, and see how you like it. If you have the time and patience than perhaps you could build a custom fiberglass one yourself. For the subsonic filter the easiest thing would be to either sell the current amp and purchase one that has the filter, or you could look for an inline filter on parts-express, harrison labs, or use some signal processor to go between your head-unit and amp. If the caps helped alleviate your lights from dimming than perhaps I was wrong, and they can serve some purpose.

Capacitors are not beneficial in any way. Gain half way on the amp is arbitrary. You're going to want a subsonic filter, or I'd be willing to bet that you'll come back in a few weeks posting about a blown sub and how it's a piece of shit. I wouldn't expect the SA-12 to sound very good in that enclosure. It has a relatively high tuning and small volume (peaky), no double baffle, and I'll speculate that the port area may not entirely be sufficient.

The hubs are worth more than that. I have had terrible luck with Mavic, but they are French so that is expected. And really, if they don't do what you need lacing your own on those hubs more than saved you what you paid. The cassette is worth $25, geared better for road use too compared to mine and it has very little use. Honestly, I think they are better than the Ridiga's which I have now: typical simple front and double Zac19 rear, both with Shimano RM40 hubs. And these have not needed truing since I trued them. Do you have a dislike for a lot of french things too? He despises their cooking-ware.

If he knows any specific sites I could use for making plans, and any recommendations on programs, materials. Really just anything he has to offer. I've seen some using aluminum for the base, and others using wood. Perhaps wood would be good to start off with as I could adjust the spacing by drilling new holes, and after testing I could make a final version out of a small aluminum block.
