Anyone know anything about an '07 era Hyundai Azera? May be able to pick one up for the around town car for a reasonable price, 100k miles. One of my guys owns the car, it hasn't given them any troubles and has been treated fair.

If you value your time at anything, building a good one isn't cheap. Especially when you throw in a motor and variable speed control. Notice I said good.

If you want a belt grinder, just buy the thing. By the time you piece it all together and put a real motor and drive combo on it you aren't saving any money, especially if you want real variable speed.
